States seek NCLB waivers

As states this year face higher targets for adequate yearly progress, many are expected to seek waivers of testing rules and other relief from the law's mandates. They hope Education Secretary Margaret Spellings meant it when, during her Senate confirmation hearings, she pledged to work with states to carry out NCLB in a "sensible and workable" way.
