Obama's budget tightens construction project spending

President Barack Obama's proposed $3.8 trillion budget for fiscal 2011 would stall national "non-security" discretionary spending, including many major construction projects, according to Tom Ichniowski. The budget would also trim funding to the Army Corps of Engineers by 10% and would shift the Corps' priorities to projects such as flood risk management, aquatic ecosystem restoration and dam safety.
