Philadelphia parents express concerns over turnaround plans

Parents of students from a struggling Philadelphia school may see its third change in management in eight years, and they voiced concerns over the frequent upheaval and the latest plan to improve their school at a meeting to get their input. "It's a constant change, and it deters from children trying to stay focused," one parent said. The school, among the bottom 10% of schools in the district, could be run as a charter, by the district with new leadership or by an outside provider.
