Texas DOT looks to private developer to handle I-35 work

Hamstrung by a hold on private toll projects, Texas is considering a public-private partnership that would permit an outside developer to finance and rebuild a 28-mile section of Interstate 35-East. The state Transportation Department would then reimburse the developer in a practice known as "pass-through tolling."
