There is too much emphasis on standardized testing, education historian Diane Ravitch told educators and others gathered at the annual conference of the Kentucky School Boards Association. In her address, Ravitch said that some districts have emphasized testing over art, music and other programs. She also criticized the use of standardized tests to evaluate teachers, saying education should be a "civic responsibility" embraced by all.
