Bush budget proposal includes health care cuts

President George W. Bush this week submitted a budget that would cut funding to the Department of Health and Human Services by $2 billion and would cut almost $200 billion from Medicaid and Medicare programs over the next five years. The budget would increase funding to the Food and Drug Administration and the State Children's Health Insurance Program.
