Just 2% of students transferred out of struggling schools last year:

Nationwide, only 120,000 of 5 million children eligible to transfer out of schools deemed failing under NCLB actually did so last school year. Some are unable to find an open spot at more successful schools, while others say they have faith in their children's schools, notwithstanding how they've been labeled. Some parents also remain unaware of the transfer option.
