Rep. George Miller decided to support a bill restricting the use of seclusion and restraint in schools because of a report outlining cases of abuse of the practices written by a top attorney at the National Disability Rights Network. The bill's co-sponsor, Rep. Cathy McMorris Rodgers, said her experience as the parent of a son with Down syndrome motivated her. "We entrust him to teachers, principals and aides," she said. "And we know those school personnel have done an outstanding job to help him and keep him safe. Yet this has not been the case for other children."
