Report names 5 states with the weakest animal protection laws

The Animal Legal Defense Fund found Kentucky, Mississippi, North Dakota, Idaho and Hawaii to have the weakest laws on animal protection among all U.S. states. Animal cruelty, neglect or abandonment are not considered a felony in three of these states, and only North Dakota considers all animal fighting a felony. "Most people [in these states] treat their animals wonderfully, but the question is whether there are appropriate penalties when they don't," an ALDF official said.
