Unemployment tax complicates hiring, business owner says

Chicago business owner Jay Goltz says he has to consider the potential cost of an unemployment tax-rate increase if he hires a worker who doesn't pan out. If a worker is fired without cause in Illinois, even someone who works as few as 30 days for a company, the business owner can be taxed as much as $20,000 for unemployment insurance.
