As Tacoma, Wash., office space dwindles, tenants can't wait for new buildings

Despite a shortage of prime office space in Tacoma, Wash., plans for a new 16-story office downtown have found no takers for anchor tenants because companies need a place immediately and the building would not be complete for three years. Local brokers say the city needs a developer willing to take the chance to build without the commitment of an anchor tenant.
