Houston considers raising water rates

Houston may raise water rates by up to 14%, which translates to a $3 increase per month for the average household. The city's Combined Utility System faces a funding shortfall because Houston's 2.2 million residents are using less water than predicted. In addition, the cost of chemicals and power needed to provide clean water has grown more quickly than inflation.
