States are scrambling to meet EPA standards

A budget crunch has forced all but two states in the U.S. to make extensive cuts to environmental initiatives, including the cleanup of toxic waste and sewage treatment. Some states are still scrambling to implement and enforce new Environmental Protection Agency rules for cleaner air and water. EPA officials are trying to determine whether federal grants could help offset the shortfalls.
