Health reimbursement arrangements are a tax-advantaged means of financing medical expenses, but their fate under the Affordable Care Act is uncertain, write Robert Bloink and William Byrnes. Based on preliminary guidelines, employers that don't provide traditional health coverage may no longer be allowed to provide HRAs beginning in 2014, they write.
