Editorial: Labor Department rules will end Family Leave abuse

The Wall Street Journal applauds efforts by the Labor Department to end some abusive practices under the 1993 Family and Medical Leave Act. The law -- which cost businesses $21 billion in 2004, according to one study -- contains ambiguities that have been exploited, the newspaper said in an editorial. The law has also been hindered by court decisions striking down Clinton administration initiatives to implement the act.
