A programme expected to be in place in every school in England in about one year includes the creation of 21st-century schools that are open from 8 in the morning to 6 in the evening and include more opportunities for students, such as lessons in ballet, music and languages that they might otherwise not receive. However, many schools that offer the programme are charging parents small fees for classes and child care, which could put those opportunities out of reach for the low-income students they were intended to help.
