Occidental plans Texas ethylene facility

Occidental Petroleum plans to construct an ethylene plant in Texas that would open in 2017 and have annual capacity of 1.2 billion pounds, according to a filing with the Environmental Protection Agency. The site would have 123 employees and would reserve some output to produce vinyl chloride monomer at an adjacent facility.
