Officials of N.C. county discuss how to ensure developments are completed

Henderson County, N.C., officials are considering changes to the local Land Development Code that would protect the county from being stuck with major costs if subdivision developers fail to complete their work as contracted. Among the proposed changes for obtaining a subdivision improvement guarantee are requirements for developers to complete at least 25% of roads and other site improvements, secure all necessary permits, and submit design plans and cost estimates.
