Airport projects may stall without contract authority

Congress in December did not extend the FAA's authority to approve grants for airport improvements, leaving airport officials without the ability to spend tax dollars on things such as new runways and parking garages. "It's like having the money in your banking account but not being able to spend it," said Scott Weaver, senior director of government affairs for Airports Council International-North America.
