Pennsylvania governor proposes surcharge to pay for flood prevention

Pennsylvania Gov. Ed Rendell has proposed a surcharge on commercial and residential property insurance premiums to help pay for projects to protect communities from flooding. Some insurers are skeptical of the plan and question the need to levy a surcharge on homeowners who do not live in flood-prone areas.
