Report scrutinizes U.S. government's capital injections

The Treasury Department received the least value from investments in American International Group and Citigroup, according to a report from the Congressional Oversight Panel. The report also states that the government, through the Troubled Asset Relief Program, paid $254 billion last year to buy banks' shares that were worth about $176 billion.
