House Republicans could seek alternatives for Keystone XL approval

House Republicans could use other means to force the clearance of TransCanada's Keystone XL pipeline. A proposal to link the project's approval to a highway bill will be addressed by a House committee this week, but there is another option in a must-pass payroll tax reduction measure, said Rep. Lee Terry, R-Neb., author of the highway-bill plan. "We'll keep swinging," he said.
