Postwar Liberia is struggling to rebuild electrical grid

While the Liberian government is again delivering electricity to much of Monrovia, the country's capital, the average Liberian still lives in the dark some nine years after the end of civil war. The country is in an uphill struggle to connect 30% of the urban population, and 15% of the rural population, to the national grid by 2015.
