Bush proposal would shift more ESRD costs to employer plans

Under a cost-shifting provision in the Bush administration's proposed 2008 budget package, the amount of time that employer-sponsored health care plans, and not Medicare, would be the primary payers of medical bills for patients with end-stage renal disease would be doubled to 60 months. Under the measure, more than $1 billion in health care bills would be moved from Medicare to employer-sponsored plans.
