Scientists debate causes of more powerful hurricanes

Last week's U.N. report on climate change left little doubt that scientists think human activity is heating the planet but was less certain on whether people are partly to blame for more intense hurricanes. Whatever is causing more powerful hurricanes, many analysts say the key cause of enormous hurricane losses is government policies that encourage coastal development.
