Educators: NAEP should be modified for students with special needs

Students with special needs and English-language learners should be tested as part of the National Assessment of Educational Progress but only with appropriate modifications, said educators attending two National Assessment Governing Board hearings. The board is considering adopting standard national rules on what accommodations can be used and which students should be tested.
