California green-building code puts onus on contractors

The green-building-code changes approved last month by California's Energy Commission require contractors to meet new standards for insulation, heating, air conditioning and lighting. Contractors must now apply for permits to make changes necessary to comply with the code, and equipment used in construction is required to be 10% to 15% more energy-efficient.
