Permit starts engine on first power plant with greenhouse-gas limits

Regulators in California have granted an air-quality permit to Calpine, clearing the way for the company to build what will be the first power plant in the U.S. to have federal limits on carbon emissions. The 600-megawatt natural gas Russell City Energy Center is expected to produce 50% fewer greenhouse-gas emissions than comparable plants and 25% fewer heat-trapping gases than the limit set by the California Public Utilities Commission.
