Per-pupil spending climbs in Michigan budget

Michigan Gov. Jennifer Granholm's upcoming fiscal year budget boosts K-12 spending overall to $13.12 billion, almost a 3% raise over current levels. Among its provisions, the plan expands preschool, creates after-school and summer programs for middle-schoolers and spreads cuts in state aid over several years to ease the blow for districts losing students.
