Markey: Expect renewable mandate, carbon laws this year

Rep. Ed Markey, D-Mass., chairman of the House Energy and Environment subcommittee, said Monday Congress will not wait for the U.N. Climate Change Conference in December to create a national renewable electricity mandate and carbon marketplace. "We want ... to be ready so President Obama can go to Copenhagen in December as a world leader," Markey told attendees at the Cambridge Energy Research Associates conference in Houston.
