Alternative to cap and trade is gaining ground on Capitol Hill

While the climate-change measure remains mired in the Senate, an alternative that is gaining attention among lawmakers is an energy bill sponsored by Sens. Maria Cantwell, D-Wash., and Susan Collins, R-Maine, that would place a cap on carbon and auction permits to producers or importers of dirty fuels. Another possible alternative is reportedly a bill being crafted by Sen. Lisa Murkowski, R-Alaska, that would tax carbon and return the revenue to taxpayers.
