Northern Plains struggling to maintain exporters

A decision by Bobcat to shut down a manufacturing plant in Bismarck, N.D., underscores problems among the region's exporters to effectively move their products overseas, experts say. Even with suitable infrastructure in place, the Northern Plains have not been able to expand rail cargo access because of low traffic and a difficult economy.
