Many Washington-area white-collar workers were given a day off Monday because of snow, but others such as hotel and restaurant employees fought their way to work as best they could. "The trap for many workers is one of no work, no pay," said Joslyn Williams, head of the Metropolitan Washington Council, an umbrella organization for local labor unions.
