The covered-bond market was barely getting going when the housing crisis brought it to a halt. Investor interest in the securities has started to rebound, with $2 billion in covered bonds sold recently. "Investors are amenable to covered bonds," said Arne Espe of USAA. "People are used to mortgages. They are an accepted class, and if you add the credit of the bank as well, it gives investors confidence."
