Financial regulators encourage "prudent" small-business lending

Major federal and state financial regulators issued a statement intended to encourage institutions to increase lending to small businesses. The agencies are concerned that the economic downturn has made institutions overly cautious and that they may be refusing to extend credit to otherwise sound borrowers because of a borrower's particular industry or geographic location.
