California Leads Phonics Resurgence

The state's Board of Education is encouraging schools to adopt reading curricula that focus heavily on phonics, or the sounding out of word syllables. California's endorsement of phonics could influence reading curricula in other states because it has the nation's largest school system. President Bush has committed $1 billion a year in federal funds to developing phonics-based early reading programs.
