Utah House votes to heed NCLB, but not at state, local expense

The Republican-dominated Utah House yesterday voted 64-8 to prohibit the state education agency from spending local funds to comply with NCLB mandates. Speaker Martin R. Stephens said the vote was not a rejection of NCLB but noted complete implementation would require full funding by the federal government.
