WTO issues split ruling on Canadian wheat

The World Trade Organization dismissed most of a U.S. complaint against Canada, saying Canadian wheat subsidies come from the farmer-controlled wheat board, not the Canadian government, and thus are permissible. The U.S. government was able to claim victory from a part of the ruling that says Canada grants special treatment to domestic grain, which violates WTO rules.
