Tern to build mixed-use on former N.J. landfill

Tern Landing Development plans to break ground this summer on Celadon, a $2 billion, 30-acre mixed-use center in Elizabeth, N.J. Celadon will be built on a former landfill and include 150,000 square feet of retail as well as residential, hotel, and office space and a ferry to Manhattan.
