Education spending may be a major point of negotiation as House and Senate leaders design a final, compromise economic-stimulus package to present to President Barack Obama. The Senate's measure, approved Tuesday, omitted billions in school-modernization funds, a move that troubled Obama. "Why wouldn't we want to build state-of-the-art schools with science labs that are teaching our kids the skills they need for the 21st century ... and, by the way, right now, will create jobs?" he said Monday in a televised news conference.
