Illinois gets low marks for infrastructure

The Illinois chapter of the American Society of Civil Engineers gave a near-failing grade to the quality of the state's infrastructure, with the lowest marks going to navigable waterways. Illinois approved a capital plan last year to upgrade infrastructure, but the ASCE report suggests the investment won't be enough.
