Stagnant special-education budget draws criticism from advocates

Advocates have expressed disappointment that President Barack Obama's federal budget proposal does not include an increase in funding for special education. "The Council for Exceptional Children commends the president for sending the nation a clear signal that he is serious about education," Deborah Ziegler, CEC's associate executive director for policy and advocacy, said in a written statement. "But we are disheartened to see the president did not use this opportunity to fulfill his campaign commitment to fully fund special-education and early-intervention programs."
