Virginia lawmakers are considering changes to the rules for teacher employment that could mean the elimination of seniority-based job protections for public-school teachers. If the measures are approved, three-year contracts would replace "continuing contracts" and would take effect in concert with new teacher evaluations that tie ratings to student performance.
