United Airlines faces DOT fine under tarmac-delay rule

The Department of Transportation fined United Airlines for violating a provision of the airline consumer protection rule covering tarmac delays. United did not notify passengers that they could leave United Flight 881 after it was delayed, although the doors were opened on the aircraft. The flight was traveling from Chicago to Tokyo on May 7, 2012.
