The $5.2 billion Panama Canal expansion project will continue "with or without the assistance of the contractor," the canal authority's administrator said. The authority had been negotiating $1.6 billion in cost overruns associated with the Third Lane Expansion locks before the contractor group halted work because of a breakdown in the talks. "Plan A is to continue working with the contractor and finish the job according to the contract," the administrator said. "Plan B is to go ahead with the work without this contractor. We don't see any other alternative. It is either one or the other."
