FCC ruling favors VoIP company

FCC commissioners voted 4-1 in favor of exempting Free World Dialup, a small company that offers free, Internet-based phone service, from rules governing traditional phone service. The commissioners said the usual rules did not apply to Free World because its service transmits data via the same lines that carry e-mail and instant messages. In addition, the FCC also began a review of rules governing the transmission of broadband services over power lines.
