LA County First 5 Commission to use tobacco tax proceeds to expand preschool

Yesterday, a Los Angeles commission charged with distributing tobacco tax revenues for children's health and education programs approved a plan to enroll as many as 100,000 4-year-olds in preschools over the next decade. Costs to families have yet to be determined.
