Oregon bottling rules spur debate

Oregon instituted several new rules to address the decline in recycling among consumers, including requiring manufacturers to increase the recycled content of their bottles or use refillable bottles. "If the problem is not with what manufacturers have done," said a representative from GMA/FPA, "why would we impose sanctions on manufacturers -- and then have potential impacts on availability of products or the price of products on consumers?"
