The debate over whether global warming is a genuine phenomenon is over, and it is urgent that Congress take real action to help rein in climate change, Sens. John McCain, R-Ariz., and Joe Lieberman, I-Conn., write in this commentary. The two lawmakers have reintroduced legislation they say would "harness the power of the free market and the engine of American innovation" to reduce emissions, partly by encouraging more use of nuclear power.
