President Barack Obama used his fiscal 2013 budget proposal to continue criticizing the financial industry, saying there was an "abdication of responsibility" by the U.S. financial sector before the economic downturn. Mr. Obama requested increased funding for the Securities and Exchange Commission and the Commodity Futures Trading Commission, two agencies implementing the Dodd-Frank Act.
